Will Cooksey, P.E.

William Cooksey, P.E., serves as the Chief Operating Officer of Preload, bringing more than 20 years of industry experience to the leadership team, with 15 of those years being in the wire-wound prestressed concrete tank industry. Based out of Mobile, Alabama, Will oversees day-to-day operations across the company, driving operational efficiency, project execution, and strategic growth while maintaining the high standards of quality and safety that Preload is known for.

A licensed Professional Engineer (P.E.), Will holds a Bachelor of Science in Civil Engineering from Auburn University. Throughout his 20-year career, he has developed extensive knowledge in water infrastructure systems, with expertise in prestressed concrete tank design and construction. His technical background and industry knowledge continue to guide strategic, executive decision-making and support Preload's commitment to quality-driven solutions.

As an active member of the American Society of Civil Engineers (ASCE) and the American Water Works Association (AWWA), Will serves on the D110 Committee for Wire-Wound Prestressed Concrete Tanks. Through his involvement, he helps shape the industry standards that guide prestressed concrete tank design and construction nationwide, ensuring Preload's work remains at the forefront of technical innovation and best practices.

Under Will's operational leadership, Preload continues to deliver high-quality infrastructure solutions, while fostering a culture of operational excellence, innovation, and collaboration. His commitment to building strong relationships with clients, employees, and communities reflects the values that have defined Preload for generations.

Outside the office, you can often find Will serving at his church on Sundays, or with a fishing pole in hand, alongside his wife and 3-year-old son.
